    The introduction of the NOC (No Objection Certificate) requirement for Afghan nationals seeking residence in Pakistan’s capital serves to strengthen the country’s sovereignty. It grants authorities the ability to control the presence of foreign nationals and ensures the enforcement of national laws. This move ensures that the presence of Afghan nationals can be monitored more closely, giving the government a mechanism to enforce legal frameworks effectively.

    Requiring Afghan citizens to obtain an NOC provides a robust system of monitoring and helps identify individuals who may pose security risks. This is particularly crucial in the wake of past terrorist incidents across Pakistan, including the APS attack and other high-profile tragedies, where Afghan nationals were found to have been involved. The NOC requirement is thus seen as a necessary step to prevent individuals linked to security threats from operating freely within the country.

    The role of Afghan citizens in recent political protests has further highlighted the need for strict control measures. Last year’s decision to deport illegal immigrants has been reaffirmed as a vital and appropriate step to protect national stability. Given the involvement of some Afghan nationals in illegal activities and protests, it became clear that measures like the NOC are necessary to maintain public order and prevent unrest.

    Moreover, the NOC condition is expected to act as a significant deterrent against organized crime and extremist activities. Intelligence reports have indicated Afghan nationals’ involvement in extremist networks and activities such as smuggling. The NOC requirement helps curb such criminal activities and keeps a check on individuals linked to such networks.

    With the ongoing threats of cross-border terrorism, this measure seeks to strike a balance between hosting refugees and safeguarding national security. By tightening the control over Afghan nationals, the government aims to reduce the risks posed by potential security threats, ensuring the safety of its citizens.

    Past experiences have shown that Afghan nationals’ participation in violent protests and other illegal activities can pose a serious security risk. Therefore, the implementation of an NOC is deemed essential for national security, as it ensures that only individuals who meet the necessary legal and security requirements can reside within the capital.
