    GB Election Commission Freezes Regional Government Powers Ahead of Polls

    The Gilgit-Baltistan (GB) Election Commission has frozen the financial and administrative powers of the regional government ahead of the upcoming general elections, citing “growing public concern” over potential pre-poll manipulation. The move comes as the assembly’s tenure is set to expire on November 24.

    Commission Acts to Prevent Pre-Poll Influence

    In a detailed notification issued on Tuesday, the commission highlighted that it was constitutionally bound to ensure free, fair, and transparent elections. It said numerous public complaints had been received regarding appointments, promotions, and transfers in various departments during the pre-election period — actions viewed as politically motivated.

    The commission also noted concerns about the diversion of development funds from approved projects to politically influenced schemes. It warned that such actions could undermine the level playing field for all candidates and damage public trust in the electoral process.

    Immediate Ban on Appointments and Development Schemes

    To maintain neutrality, the GB Chief Election Commissioner (CEC) ordered an immediate ban on all forms of recruitment and appointments across regional departments and institutions. Exceptions will only apply to cases already finalized by the Federal Public Service Commission or those urgently required in the public interest.

    Similarly, no new development schemes, community-based initiatives, or project announcements will be permitted until after the elections. The diversion of allocated funds to new projects has also been strictly prohibited, with all such funds frozen until further notice.

    Restrictions on Transfers, Funds, and Policy Changes

    The commission’s directive further stated that no transfers or postings of government officials should take place unless approved by the GB Election Commission. Likewise, government functionaries and representatives have been barred from announcing or inaugurating new projects during the election period.

    All local government funds will remain frozen until election results are officially declared. However, exceptions may be granted in urgent cases after obtaining formal approval from the commission.

    The commission also banned the creation of new administrative units and the issuance of new policies or regulations until a new government takes office. These restrictions aim to prevent the misuse of state resources and to uphold fairness, transparency, and public confidence in the upcoming polls.

    Ensuring Fair and Transparent Elections

    The GB Election Commission emphasized that its decisions are rooted in the constitutional obligation to ensure impartial governance during elections. It asserted that all measures are designed to maintain the sanctity of the electoral process and ensure equal opportunities for all political contenders.

    The notification takes immediate effect and will remain in force until the conclusion of the forthcoming GB general and local government elections.
