    ISLAMABAD: Dr. Raghib Hussain Naeemi, Chairman of the Council of Islamic Ideology (CII), has stated that using Virtual Private Networks (VPNs) to access blocked or prohibited content violates Islamic principles. Emphasizing the religious duty of the government, he highlighted that banning VPNs aligns with Islamic injunctions aimed at safeguarding societal values.

    Dr. Naeemi remarked that bypassing restrictions imposed for ethical and social benefits constitutes aiding in sin (‘Aun ala al-ma’siya’), a concept explicitly forbidden in Islamic jurisprudence. While VPNs have legitimate uses for privacy and security, their misuse to access unethical or illegal content, such as adult websites or platforms promoting misinformation, contravenes both societal norms and Islamic teachings.

    He further elaborated that the permissibility of any act under Islamic law depends on its intent and execution. Using VPNs to circumvent government-imposed blocks is not only illegal but also a violation of moral and ethical standards.

    IIC’s Role in Promoting Internet Responsibility
    Dr. Naeemi referred to a consultation meeting held in May 2023, during which the IIC recommended measures for combating social media misuse. These included expediting the registration of social media platforms and banning all VPNs to curtail access to blasphemous or immoral material.

    The council also proposed creating awareness campaigns to educate the public on the responsible use of the internet in alignment with Islamic and legal frameworks.

    Supporting Government Efforts
    Dr. Naeemi praised government actions to block harmful content detrimental to societal morality and national unity. He reiterated that access to lawful platforms for education, entertainment, or economic opportunities remains unrestricted, urging citizens to respect regulations for the greater good.

    The CII chair urged tighter controls on technologies that enable violations of legal and moral standards while supporting initiatives to build a safer digital space consistent with Islamic values.
