A broad and unified stance has emerged from leading religious scholars across Pakistan, firmly rejecting the narratives of Fitna al-Hind and Khawarij elements while reinforcing the Islamic legitimacy of the state and its laws.

Prominent scholars emphasized that Pakistan, as a state founded on Islamic principles, derives its legal and constitutional framework from the Qur’an and Sunnah. Within this framework, any act of rebellion or armed struggle against the state is not only illegal but also religiously impermissible.

Scholars categorically stated that no individual or group has the authority to declare jihad against Pakistan. Such declarations, they stressed, fall strictly within the domain of the state. Any attempt by extremist factions to misuse the concept of jihad for violent purposes is a clear violation of Islamic teachings.

Renowned religious figure Tahir-ul-Qadri stated that anyone who takes up arms against the state is engaging in terrorism. Similarly, Tariq Masood rejected extremist movements operating under the banner of jihad, describing them as contrary to Islam and affirming that scholars stand with Pakistan’s armed forces in safeguarding the country.

Echoing this position, Abdul Khabir Azad declared that extremism and terrorism have no place in Islam, reiterating that suicide attacks are strictly forbidden. Fazlur Rehman also condemned terrorists as criminals with no legitimacy within Islamic teachings.

Adding to this consensus, Qibla Ayaz highlighted that even Afghan religious leadership has declared any so-called jihad against Pakistan as illegitimate. Scholars further stressed that the authority to declare jihad rests solely with the state, not with individuals or factions.

They also underscored fundamental Islamic principles regarding the sanctity of life. Citing teachings of the Prophet Muhammad (peace be upon him), scholars reiterated that the killing of women and children is strictly prohibited, further invalidating the actions of extremist groups that target civilians.

This collective stance reflects a clear and decisive rejection of extremist ideologies, reinforcing that Islam stands firmly against violence, anarchy and unlawful rebellion, while supporting peace, order and the protection of society.
